Is Partial Advice Better Than No Advice?

There is a billboard I drive past fairly regularly that reads:

Recession 101:

Chill. 

Panic feeds recessions. 

While most likely true, this sounds like terrible advice taken by itself. People chilling—spending money without thinking—is one the reasons we are in a recession to start with, right? Doing nothing almost always sounds like dumb advice.
